Regarding CJA payments during the temporary federal shutdown, per the Administrative Offices of the United States Courts:

FY 2019 Criminal Justice Act (CJA) panel attorney payments will be suspended beginning December 24, 2018. When appropriations become available, panel attorney payments will be made in full. During the temporary suspension, judges will continue to appoint CJA panel attorneys for eligible defendants and authorize expert and other services as appropriate.
