        The following is adopted as a standard operating procedure of this Court effective June 15, 1981.

Assignment of Matters to Magistrates by Judges        

        During each quarter of the calendar year each judge shall be entitled to assign two motions to each fulltime magistrate.  In addition, each judge shall be entitled to assign to each full-time Magistrate in each half of the calendar year one case which involves monitoring of the matter by the magistrate, either pre-trial or post-trial.  An illustration of a monitoring case is one involving conditions of confinement.  Assignments by judges under this operating procedure shall be in addition to routine assignments in the first instance by the Clerk of routine prisoner matters.  The Clerk shall keep a record of such assignments by judges.

        This operating procedure shall be reviewed by the judges and magistrates after December 31, 1981 so that any adjustments in the number of assignments, either upwards or downwards, which are deemed advisable may be made.

        This order by be executed in counterparts and shall be deemed adopted when there is filed with the Clerk of Court an original bearing the signatures of at least three judges of this Court or there are filed with the Clerk of Court three counterparts signed by three judges of this Court.
