All letters to the Judge are to be submitted electronically on CM/ECF. Judge Jones should not be copied on general communications between counsel.
All motion papers and exhibits must be filed electronically. However, if the papers on a particular motion are extensive (rule of thumb - if the papers would require more than one binder), then the filing party should mail a courtesy copy to the Judge’s Chambers at 228 Walnut Street, Harrisburg, PA, 17108.
All motions must be filed electronically. Prior to filing a motion to compel or any other type of discovery-oriented motion, the moving party must file a letter (on CM/ECF) directed to the Judge that briefly describes the contours of the dispute. Generally the Judge will schedule a conference call in response to such letters.
Judge Jones’ specific trial practices are set out in his practice orders, which are filed at the inception of a case and after the pre-trial conference. Pre-trial conferences are conducted in Chambers approximately a month prior to jury selection. At the time of the pre-trial conference, the Judge will discuss trial specifics with counsel. Counsel are generally expected to utilize JERS for their presentation of exhibits to the jury for deliberations.
